Portals are web sites that have already gathered many resources together in one place. When search engines were less comprehensive, they were very important and much valued. Those that are still maintained can continue to provide much support.
Government agencies and NGOs often publish lengthy reports - Policy Papers, White Papers, Policy Reviews - that focus on specific aspects of their areas of interest & responsibility. Increasingly these reports - usually in PDF format - are available online. If a United States government department has published such a report, it may even be linked from our online catalog.
